Notice is hereby given that on Thursday, July 25, 2024, at 9:00 am, or as soon thereafter as the matter may be heard, the Yolo Local Agency Formation Commission (LAFCo) will hold a Public Hearing at the Yolo County Board of Supervisors Chambers, 625 Court Street, Room 206, Woodland, CA to consider adoption of a:

Municipal Service Review (MSR) and Sphere of Influence (SOI) UPDATE for FLOOD PROTECTION services (12 DISTRICTS AND 1 JPA) (LAFCo No. 23-03)

The intent of the Municipal Service Review (MSR) is to review the flood protection and drainage services being provided by the following 13 agencies: 10 reclamation districts (RDs) including RDs 150, 307, 537, 730, 765, 787, 900, 999, 1600, and 2035; County Service Area (CSA) 6; Knights Landing Ridge Drainage District; and the West Sacramento Area Flood Control Agency (WSAFCA), a Joint Powers Agency. The MSR makes recommendations regarding agency improvements and identifies a lead agency for each hydrologic basin along the Sacramento River System in Yolo County. On the basis of the MSR and in accordance with Government Code Section 56425(g), staff has reviewed the Spheres of Influence (SOI) of each agency and recommends that a SOI Update is necessary for RD 999. RD 999 as the recommended lead agency for the Clarksburg Basin, the SOI Update would add RD 307 and RD 765 territory into its SOI, indicating these RDs should be combined.

The Draft MSR/SOI for Flood Protection Services is available for public review at the office of the Yolo LAFCo and online at www.yololafco.org. Written comments on the MSR/SOI Update can be submitted to the LAFCo office either by mail at the address stated below, or via e-mail to the LAFCo Executive Officer at Christine.Crawford@yolocounty.gov. Copies of the agenda, staff report, and supporting information will also be available and may be examined at the LAFCo office, located in the Yolo County Administration Building, 625 Court Street, Suite 107, Woodland, CA, and online at www.yololafco.org at least five days prior to the noticed hearing date.
