NOTICE OF PUBLIC HEARING

Notice is hereby given that on Thursday, July 25, 2019, at 9:00 am, or as soon thereafter, the Yolo Local Agency Formation Commission (LAFCo) will hold a Public Hearing at the West Sacramento Civic Center, 1110 West Capitol Avenue, West Sacramento, CA, to consider the following proposals:                                 

City of West Sacramento Proposals:
Establish Reclamation District (RD) 537 (City Portion only) and RD 900 as Subsidiary Districts to the City of West Sacramento (LAFCo Nos. 925 & 926)

The City of West Sacramento has submitted two applications; 1) to reorganize Reclamation District (RD) 537 such that the portion of the district that lies within the City boundaries be detached and established as a subsidiary district to the City (LAFCo No. 925); and 2) to establish RD 900 as a subsidiary district to the City (LAFCo No. 926). Both RDs would remain as a separate agency with the city council designated as, and empowered to act as, the ex officio board of directors of both districts. This would not change the amount of the existing direct charges/assessments previously authorized.

RD 900 Alternative Proposal:
Reorganization of RD 900 to Provide Flood Protection and Levee Maintenance for the West Sacramento Basin Levee System (LAFCo No. 930)

RD 900 has submitted an alternative proposal application to reorganize RD 900 to annex the entirety of the West Sacramento Basin Levee System territory into its boundary, including the ring levees and territory inside the basin. All interior drainage services are proposed to be transferred to the City and RD 900 would solely be responsible for flood protection and levee maintenance for the West Sacramento Basin Levee System (excluding the USACE navigation levee and deep water ship channel). RD 900 would remain an independent district from the City. This would not change the amount of the existing direct charges/assessments previously authorized. (LAFCo No. 930)

Location:
The affected territory for these proposals is the entirety of the West Sacramento Basin Levee System, which coincides with the incorporated city boundary.

The application, description and maps, will be on file at the LAFCo office, 625 Court Street, Suite 107 Woodland, California. The Executive Officer's Report and the Agenda will be posted at least five days prior to the noticed hearing at the above address and online at www.yololafco.org. All interested parties are invited to attend the public hearing.
