Notice of Hearing:
MSR/SOI for Public Cemetery Services (LAFCo No. 25-01)

Notice is hereby given that on Thursday, May 22, 2025, at 9:00 am, or as soon thereafter as the matter may be heard, the Yolo Local Agency Formation Commission (LAFCo) will hold a Public Hearing at the Yolo County Board of Supervisors Chambers, 625 Court Street, Room 206, Woodland, CA to consider adoption of a:

PUBLIC CEMETERY SERVICES MUNICIPAL SERVICE REVIEW (MSR) AND SPHERE OF INFLUENCE STUDY (SOI) (LAFCo No. 25-01)

The intent of the Municipal Service Review (MSR) is to review cemetery services being provided by all six public cemetery districts countywide: Capay; Cottonwood; Davis; Knights Landing; Mary’s; and Winters. The MSR makes recommendations regarding agency improvements. The Commission will receive an overview of the draft MSR and will consider recommendations for MSR determinations for each District. On the basis of the MSR and in accordance with Government Code Section 56425(g), staff has reviewed the Spheres of Influence (SOIs) of each agency and recommends that a SOI Update is necessary for the Capay Cemetery District. The SOI Update would add the Cottonwood Cemetery District territory into its SOI, reflecting the recommendation that Capay should annex the Cottonwood Cemetery District into its boundaries.

The Draft Public Cemetery Services MSR/SOI will be available for public review at the office of the Yolo LAFCo and online at www.yololafco.org. Written comments on the MSR/SOI Update can be submitted to the LAFCo office either by mail at the address stated below or via e-mail to LAFCo Deputy Executive Officer JD Trebec at lafco@yolocounty.gov. Copies of the agenda, staff report, and supporting information will also be available and may be examined at the LAFCo office, located in the Yolo County Administration Building, 625 Court Street, Suite 107, Woodland, CA, and online at www.yololafco.org at least five days prior to the noticed hearing date.
