Notice is hereby given that on Thursday, September 24, 2020, at 9:00 am, or as soon thereafter as the matter may be heard, the Yolo Local Agency Formation Commission (LAFCo) will hold a Public Hearing via teleconference, pursuant to the March 17, 2020 Governor’s Executive Order N-29-20, to consider adoption of a:

DRAFT MUNICIPAL SERVICE REVEW (MSR) AND SPHERE OF INFLUENCE (SOI) OF THE DUNNIGAN WATER DISTRICT

The intent of the Municipal Service Review (MSR) is to review the services being provided by the Dunnigan Water District (District). On the basis of the MSR and in accordance with Government Code Section 56425(g), staff has reviewed the Sphere of Influence (SOI) of the District and recommends that a SOI Update is necessary. The current Sphere of Influence (SOI) is approximately 8,000 acres and the proposed SOI would expand to the north, west and southeast along I-5 to Zamora to approximately 18,000 acres in size. The expanded SOI is proposed to include territory to enable possible future annexation on the northeast and western sides of the District; and, territory formerly in the Yolo-Zamora Water District (now dissolved) and along the Colusa Basin Drain, which may be interested in investing in Sites Reservoir Project which would require annexation into a district, such as DWD.

The Draft MSR/SOI for the District will be available online for public review at www.yololafco.org beginning September 2, 2020. To be included in the staff report, written comments on the MSR Study and/or the SOI Update should be returned to the LAFCo office by September 16, 2020, either by mail at 625 Court Street, Suite 107, Woodland, CA 95695, or via e-mail to Yolo LAFCo Executive Officer Christine Crawford at lafco@yolocounty.org. Comments received after that date will also be considered, but included in a supplemental packet to the Commission.
