Notice of Hearing: Combined MSR/SOI for five of seven CSAs In Yolo County (LAFCo No. 21-04)

Notice is hereby given that on Thursday, December 1, at 11:00 am, or as soon thereafter as the matter may be heard, the Yolo Local Agency Formation Commission (LAFCo) will hold a Public Hearing at the Yolo County Board of Supervisors Chambers, 625 Court Street, Room 206, Woodland, CA, and remotely via Zoom (see below), to consider adoption of a:

COMBINED MUNICIPAL SERVICE REVIEW (MSR) AND SPHERE OF INFLUENCE STUDY (SOI) FOR FIVE OF SEVEN COUNTY SERVICE AREAS IN YOLO COUNTY (LAFCo No. 21-04)

The intent of the Municipal Service Review (MSR) is to review the capacity and adequacy of services being provided by five of the seven county service areas (CSAs) in Yolo County and recommend improvements, as needed. Those agencies include the CSAs of Dunnigan, El Macero, North Davis Meadows, Wild Wings, and Willowbank. Garcia Bend CSA was included in the recent Fire Protection Agencies MSR/SOI and Snowball CSA was included in the Reclamation Districts and Local Maintaining Agencies MSR/SOI. On the basis of the MSR and in accordance with Government Code Section 56425(g), staff has reviewed the Spheres of Influence (SOI) of each agency and recommends that a SOI Update is necessary for the Wild Wings CSA. An SOI is a planning area that identifies territory for potential, future annexation into the CSA. The proposed SOI for Wild Wings CSA reflects an extension of CSA water services approved in 2019 to the Watts-Woodland Airport. Including the airport in the SOI would allow for future annexation. The territory is already developed, so would not induce growth.

The Combined Draft MSR/SOI for the CSAs will be available online for public review at www.yololafco.org. Written comments on the MSR/SOI should be submitted to the LAFCo office either by mail at 625 Court Street, Suite 107, Woodland, CA 95695, or via e-mail to Christine Crawford, Yolo LAFCo Executive Officer, at lafco@yolocounty.org. Copies of the agenda, staff report, and supporting information will be available online at least five days prior to the noticed hearing date. All interested parties are invited to attend the public hearing.

LAFCo is now holding hybrid meetings which can be attended in person at the Yolo County Board of Supervisors Chamber or remotely via Zoom pursuant to Government Code section 54953(e)(1) (as amended by Assembly Bill 361). The public is advised to check the meeting agenda, which will be posted at www.yololafco.org at least five days before the meeting, for details about the meeting location and how to log on remotely.
